Mailing List Cleaning in Maryland — Stop Paying for Undeliverable Mail

A 12-month-old mailing list has 6–10% undeliverable addresses. On a 5,000-piece mailing, that's 300–500 pieces — and hundreds of dollars — wasted before a single piece is read. Mail Movers cleans your list with NCOA, CASS, and DPV processing so every piece reaches a real address.

Why Your List Degrades — and What It Costs You

The USPS estimates that approximately 40 million Americans move each year — about 14% of the U.S. population. Add business closures, address corrections, and data entry errors, and a typical mailing list loses 2–5% of its deliverability every month without maintenance.

Every undeliverable piece costs you full postage, printing, and production — with zero chance of a response. For a Maryland business mailing 5,000 First-Class letters monthly, a 10% undeliverable rate means $266 wasted per mailing, or $3,190 per year — before you factor in the lost revenue from missed prospects.

NCOA vs. CASS vs. DPV — What's the Difference?

Professional list cleaning uses three distinct processes in sequence. Each catches different problems — you need all three for a fully clean, mail-ready list.

Our Complete Data Hygiene Services

Beyond NCOA, CASS, and DPV — a full suite of list processing services.

NCOALink® Processing

USPS Licensed

Updates addresses for people who moved in the past 48 months. Matches against the USPS database of 160M+ change-of-address records. Required for USPS Full-Service IMb discounts.

CASS™ Certification

Required for Discounts

Standardizes every address to USPS formatting specs, adds ZIP+4 codes, and identifies formatting errors. Required to qualify for automation postage discounts.

DPV® Validation

Highest Accuracy

Confirms that each address physically exists and is deliverable by USPS. Identifies vacant addresses and non-existent locations that CASS alone won't catch.

Duplicate Removal (Merge/Purge)

Cost Saver

Identifies and removes duplicate records at the name, address, or household level. Prevents sending multiple pieces to the same person and reduces mailing costs.

Deceased Suppression

Reputation Protection

Removes records matched against the Social Security Death Index. Critical for nonprofits, financial services, and healthcare organizations with long-term relationships.

Suppression List Processing

Compliance

Removes DMA Mail Preference Service opt-outs, prison inmates, and individuals who have requested no mail. Keeps you compliant and protects your sender reputation.

How Our List Cleaning Process Works

Submit your list in any format — we return a clean, mail-ready file in 1–2 business days.

1

Submit Your List

Send us your list in any common format: Excel, CSV, tab-delimited, or database export. Upload securely through our customer portal, email, or drop off a file at our Salisbury, MD facility. We accept lists of any size.

2

NCOA Processing

We run your list through the USPS NCOALink® database to update addresses for anyone who filed a change-of-address in the past 48 months. Movers are updated; addresses with no forwarding information are flagged.

3

CASS Certification & DPV Validation

We standardize every address to USPS formatting specs, add ZIP+4 codes, and run DPV validation to confirm each address is physically deliverable. Undeliverable addresses are flagged for removal.

4

Duplicate Removal & Suppression

We identify and remove duplicate records at the name, address, and household level. We also apply any suppression lists you provide (opt-outs, deceased, do-not-mail) and can apply standard suppression databases.

5

Receive Clean List + Processing Report

You receive your cleaned, mail-ready list in your preferred format, plus a detailed processing report showing exactly how many records were updated, removed, or flagged — and why. Typical turnaround: 1–2 business days.

When Should You Clean Your List?

Always

Before every major campaign

Any list that hasn't been cleaned in 3+ months should be processed before a campaign. The cost of cleaning is almost always less than the wasted postage.

Critical

When you buy a new list

Purchased lists vary widely in quality. Even a 'fresh' purchased list may be 6–12 months old. Always clean before first use.

Investigate

When response rates drop

If your response rate has declined without a change in offer or audience, list decay is often the culprit. A clean list can restore performance.

Required

Before qualifying for presort

USPS automation discounts require a CASS-certified list. If you want to qualify for presort rates, list cleaning is a prerequisite.

Frequently Asked Questions

Everything you need to know about mailing list cleaning and data hygiene.

Mailing list cleaning (also called data hygiene) is the process of verifying, correcting, and updating the addresses in your mailing database before a direct mail campaign. It involves running your list through NCOA (National Change of Address), CASS certification, DPV validation, and duplicate removal. Without cleaning, a typical list loses 2–5% of its deliverability every month as people move, businesses close, and addresses change. For a Maryland or Delmarva business mailing 5,000 pieces, that can mean 100–250 wasted pieces per campaign — plus missed USPS automation discounts that require a clean, CASS-certified list.
